I have taken a look at the save you have uploaded.
FM18 has seen a change in how scouts gather reports on players on assignments. Players on assignments will be found via watching matches that have taken place within the scope that has been selected by the user. The amount of matches played within certain nations/continents/regions can be dependant on the leagues loaded into the game by the user.
For example if France was a loaded nation there would be a full domestic fixture list for the scout to choose from for matches based in France. If France was not a loaded nation then there would be less matches for the scouts to view with continental competition matches played in France and International matches played in France being the main source of matches being played. With less matches being played this will in turn result in less reports being generated as fewer matches will be able to be watched by the scouts.
With the introduction of scouting packages the user has a way of finding players without necessarily having to send scouts out on a specific assignment. The packages act as a database of players and for example if the user bought the European scouting package, then players based in France should be covered by that package. The user can then use the options within the player search to look for the players based in France by any criteria that they wish. From there the user can choose to scout the players that they would like to further in order to uncover further knowledge on the player.
Alternatively the user can set General and Short Term Focus assignments to these nations/regions/continents which give the user flexibility and can return more results in inactive countries/regions/continents.

Il consiglio alla base è sempre quello di caricare più giocatori e campionati possibili, ovviamente. E quello mi sta bene, perchè ho sempre cercato di avere un database attivo sempre piuttosto vasto.
Quello che non capisco, è perchè abbiano deciso di modificare così radicalmente il sistema di scouting.
Perchè questa esigenza di far osservare soltanto poche partite? Un osservatore inviato in una nazione, per un mese, che osserva soltanto 3 o 4 partite al massimo, ha del ridicolo.
In questo modo incentivano quello schifo di "liste wonderkind" stile Fifa, che piacciono molto ai ragazzini. Che cosa te ne fai degli scouts? Hai qua la lista con i giocatori da comprare! :nonono:

Il gioco deve andare sempre verso il realismo...e osservare solo 3 o 4 partite in un mese non é realistico per niente.
Un osservatore nella realta può osservare a settimana almeno due partite della massima serie...soprattutto adesso cHe non si gioca tutti lo stesso giorno...poi i giovani giocano spesso in giorni differenti e poi ci sono sempre i video... può visionare tanto in qualsiasi paese... bho non capisco

Quel che dicono alla SI non ha senso...io ho i pacchetti migliori, ma non posso selezionare le stelle per filtrare i pacchetti in quanto i giocatori son presenti ma non visionati.
Io cerco in tutti i campionati giocatori con almeno 3 stelle di potenziale, solo tramite osservatori, che mi portano davvero pochi risultati rispetto al passato.
Diverso è il discorso dell'under 19, quello è bene e semmai è un errore tuo, nel senso che scegli i giocatori di max 22 anni, percui inevitabilmente guardano gli osservatori anhe le partite under.
Diverso è se gli dici MINIMO 25 anni e va a vedere partite under 19
